Considering a good sprite takes around a day to make by an experienced creator, and considering that it's just a simple image that won't require testing on the processing power of the DS or anything if it's changed, I wouldn't be surprised if they saved implementing the sprites until the very end of production, possibly weeks before shipping the game, and just had dumb, .
